Hurricane Shutters in Charleston: Codes, Insurance, and Timing

In the Lowcountry, covering your openings is structural, not just decorative. Much of the Charleston area — from Mount Pleasant to the barrier islands — sits inside what the building code calls the Wind-Borne Debris Region, where exterior glazed openings must stand up to flying debris and hurricane pressure swings; the boundary is drawn address by address, and your installer confirms where your home falls. Once a window breaks, wind pushes inside and works on the roof from below — which is what shutters prevent.

What Charleston’s building code expects

Under South Carolina’s 2021 building codes, every exterior opening in the Wind-Borne Debris Region — windows, glazed doors, entry doors, and garage doors — needs protection from debris impact and repeated wind pressure. There are three accepted paths: impact-rated glazing, a tested shutter system, or the code’s narrow engineered wood-panel exception.

For shutters, the tests that matter are ASTM E1886 and ASTM E1996 — a missile strike followed by thousands of pressure cycles, with the large-missile level (a nine-pound 2×4 fired at the panel) applying to openings within 30 feet of grade. A tested, properly anchored system is what an inspector looks for.

Assume a permit. Permanent shutter systems require one across the Charleston metro, and removable panels usually trigger one when their tracks go in. Insurance credits and the SC Safe Home program

South Carolina law requires coastal insurers to notify homeowners about available wind-mitigation discounts, and storm shutters are named in that framework (S.C. Code § 38-73-1095). What a credit is worth varies by carrier, home, and inspection, so nobody should quote you a percentage. Inspections look at every glazed opening, and one unprotected window can forfeit the opening-protection credit.

SC Safe Home, run by the South Carolina Department of Insurance, funds mitigation on existing owner-occupied homes — up to $3,000 for a shutter project, up to $5,000 for broader opening-protection retrofits. The 2026 cycle closed to new applicants around midyear, so have your paperwork ready for the next one. The state also offers a retrofit income-tax credit of 25% of qualifying fortification costs, capped at $1,000 a year, plus up to $1,500 on sales tax paid for materials.

Which shutter type fits which home

Built as tested, impact-rated systems, any of the styles above can protect an opening — decorative versions are for looks only, so the rating is what to ask about. Where they differ is in what they ask of you with a storm three days out.

• Deployment speed. Roller shutters close in roughly a minute or two per opening, near-instantly when motorized; accordions handle a whole house in about 15 to 30 minutes; Bahama and colonial styles run five to twenty minutes per window.
• The year-round job. Bahama shutters shade and ventilate daily; colonial and raised-panel styles read as architecture until you swing them shut. Roller and accordion systems are protection first.
• What the wall allows. Hinged colonial pairs need flat wall space beside each window; wide sliders, balconies, and porches are where accordions and screen systems earn their keep.
• Where the house sits. In a historic district, operable swing styles start from the friendlier position; visible housing boxes and surface tracks draw the most scrutiny.

When to order

Atlantic hurricane season runs June 1 through November 30. Made-to-measure shutters are engineered, fabricated, and permitted per opening, and in-season backlogs commonly stretch lead times to roughly 8 to 12 weeks. Order in winter or spring; once a storm is named, the only shutters that help are the ones already on the house. Coastal code also calls for corrosion-resistant stainless hardware.

Frequently asked questions

Do I need a permit to install hurricane shutters?

Assume yes. Permanent systems — roller, accordion, Bahama, and colonial — require a building permit across the Charleston metro, and the permanent tracks for removable panels often do too. Shutters anchor into the structure, so the work is inspected. Your installer confirms it with your local building department.

Will hurricane shutters lower my insurance premium?

They may. South Carolina requires coastal insurers to make wind-mitigation discounts available and to disclose them, and storm shutters are one of the listed features. Is plywood good enough?

Only in a narrow, engineered form. The wood structural panel exception calls for panels at least 7/16-inch thick, spanning no more than eight feet, precut to each opening, predrilled, and fastened with permanent corrosion-resistant anchors. That is a system built in advance, not sheets picked up during a warning.

Do Bahama and colonial shutters pass historic-district review?

They start from a favorable position. Charleston’s Board of Architectural Review prefers operable swing shutters, asks that any system be reversible, and calls for recessed stainless fasteners set flush and painted to match, anchored in mortar joints rather than historic brick. No board outcome can be promised, but a complete, in-keeping submission is what you control.
